Study on the method and model of water balance allocation of the Yellow River with overall fairness and efficiency

Abstract Under the changing environment, problems of water cycle and resources in basin become extremely complex, coordination use efficiency fairness is difficult. This paper takes Yellow River Basin as key research area creates a balanced allocation method model that take into account use. The dynamic equilibrium increment brought by new source projects regulation realized, fine-tuning optimization distribution scheme realized. results show optimal adjustment strategy diversion to increase upstream allocation, range 2.13%. middle reaches was slightly increased 0.25% reduce downstream Hebei Province, Tianjin −3.81%. reflects principle ecological priority, guarantees basic environment River, balances economic social outside river, provides technical support for security water-shortage basins.
